In Monaco, you need permission for almost all drones flights.
There is only an exception for copters with a take-off weight of maximum 500 grams. The permit may be requested from the Civil Aviation Authority (CAA) and shall be valid for three years. In the application, you have to give a lot of information about the planned controllers, the affected copters (including a description of the security features) and the flight procedures.
